Linux 7.4 has picked up Dynamic PAMT, a new mechanism that reduces the memory overhead Intel Xeon hosts pay to run confidential virtual machines under TDX (Trust Domain Extensions) — with the savings concentrated on machines that are not densely packed with guests.
The feature landed during the 7.4 merge window, as Phoronix reported in its coverage of the window, which means it will reach operators only once distributions rebase on the released kernel — and sooner only for those that choose to backport it into enterprise kernels.
What Dynamic PAMT actually does
Confidential computing on Intel TDX works by keeping each virtual machine's memory isolated from the host, including the host's own hypervisor. To make that isolation enforceable, the hardware and the kernel maintain per-page bookkeeping: the state of each memory page has to be tracked so the processor knows which pages belong to which trust domain, and so access and dirty bits are handled without handing the host a window into guest memory.
Those bookkeeping structures have historically been sized pessimistically. A host provisioned for, say, a full complement of guests and a large share of physical RAM ends up reserving tracking memory on that worst-case basis — whether or not the guests actually exist yet.
Dynamic PAMT changes the accounting so those structures are maintained in step with what is really populated, rather than what could theoretically be populated. On a TDX host where only a handful of VMs are running, or where guests occupy a fraction of the machine, the host reclaims the difference. On a densely packed host running guests across most of its memory, the reduction is small to negligible — the win is specific to under-filled or partially provisioned systems.
Neither the source nor this report attaches a concrete figure to the saving; the kernel commits would be the place to look for hard numbers.
Why it matters as a capacity story
For infrastructure teams, the practical framing is cost per usable gigabyte. Confidential-VM deployments have historically carried a "confidential computing tax": memory reserved for security bookkeeping is memory that cannot be sold to a tenant or handed to a workload. On high-capacity Xeon systems, even a modest percentage translates into real capacity.
In colocation environments, floor space and power are priced per rack, and usable memory density determines how much revenue a chassis produces. This is a general economic observation rather than a claim about any particular market or operator.
Against that backdrop, a kernel change that returns RAM to the operator on sparsely populated hosts improves the economics of running confidential workloads at low occupancy — the awkward middle ground many operators sit in before a new fleet fills up.
It also eases the practical burden on capacity planning. Operators no longer need to size TDX hosts as if their first VM were their last, which makes it cheaper to pilot confidential computing on a machine that is not yet full.
What to watch next
The feature's real-world availability depends on distribution decisions that are not yet settled. Operators running enterprise kernels should watch for backports as 7.4 stabilises; those on mainline-tracking distributions will need to wait for the 7.4-based release cycle. Confirming which distributions carry the change, and whether any published benchmarks quantify the reclaimed memory, would be the natural follow-up once the release settles.
For now, the takeaway for sysadmins is simple: confidential computing on Intel TDX just got cheaper on the machines you have not filled yet.
Dynamic PAMT
