Undocumented .NET Loader Hits Bespoke Government Windows 10 Build in Asia

A previously undocumented .NET assembly-loading framework, codenamed NetamLoader, has been deployed against a custom Windows 10 image used exclusively by government entities in Asia, according to research disclosed by Kaspersky and reported by The Hacker News this week.

What makes the campaign stand out is not the loader itself but the target selection: rather than spraying commodity tooling across generic Windows fleets, the operators invested in tailoring an attack to a bespoke operating system build with a small, known user base. Kaspersky has described the operation as a "highly sophisticated infection chain."

What is confirmed, and what is not

The confirmed core of the story is narrow but significant. Kaspersky's researchers have identified a previously undocumented .NET assembly-loading framework. They have established that the activity targets government organizations in Asia, and that the campaign focuses on a custom Windows 10 build deployed only by those government entities.

Several important details have not been published in the coverage available so far. The individual stages of the infection chain, the initial access vector, and the exfiltration outcomes remain unconfirmed in the public reporting. Attribution has likewise not been established — Kaspersky has described the activity but has not publicly linked it to a named state sponsor, and this article makes no such claim. No specific victim organizations have been named. Finally, no CVE has appeared in the coverage so far, meaning there is no public evidence yet of a zero-day being exploited in this campaign; that question should be treated as open pending Kaspersky's full write-up. These details are candidates for a follow-up report, not assumptions to build on now.

How .NET assembly loading works as a technique

As background on the technique class — not a description of NetamLoader's specific internals, which have not been fully published — .NET's assembly-loading model gives Windows applications a convenient, legitimate mechanism for fetching and executing compiled code at runtime. Applications routinely load libraries on demand, resolve them from configured paths, and instantiate types dynamically. That flexibility is a core feature of the platform.

Attackers abuse the same feature. Malicious code is packaged as a .NET assembly and loaded into the address space of a legitimate process, often one already carrying a trusted signature. Because the payload arrives as managed code rather than a dropped executable, it can evade detection logic tuned for traditional file-based malware, and the loading activity can blend into the ordinary behaviour of .NET-heavy applications.

A bespoke image is fingerprintable, not protective

The most durable lesson of this disclosure is a counterintuitive one: a custom OS build is not a security control. Organisations sometimes assume that a proprietary Windows image — hardened, non-standard, internally distributed — is inherently harder to attack than mainstream builds. In practice, the opposite dynamic applies.

A bespoke image means a small, uniquely identifiable target population. Once an adversary knows which organisations run that build, the addressable field narrows to a handful of high-value estates, which justifies the investment in tailored tooling and custom loaders. Uniformity can be fingerprinted; rarity concentrates the reward. The custom build tells an attacker exactly who they are dealing with.

Detection and hardening: a general .NET injection checklist

The following is our own general guidance for .NET injection defence, drawn from widely accepted endpoint hygiene practice — not a summary of Kaspersky's mitigations, which were not included in the coverage. It applies to any Windows 10 estate carrying heavy .NET workloads, including those operated by organisations in Hong Kong:

  1. Monitor runtime assembly loads, not just file hashes — flag assemblies loaded from unusual paths, user-writable directories, or non-standard locations.
  2. Audit AppDomain activity for unexpected creation or loading patterns in long-running processes.
  3. Inspect parent-child process relationships involving legitimate .NET hosts such as powershell.exe, msbuild.exe, regsvcs.exe, and installutil.exe spawning unusual children.
  4. Restrict .NET execution paths through application allowlisting and constrained language modes where operational requirements permit.
  5. Baseline normal loading behaviour for your line-of-business .NET applications so anomalous loads stand out.
  6. Keep Windows 10 and .NET runtimes current, and track vendor advisories for any CVE that may emerge once Kaspersky's full write-up is released.

The bigger picture: as defenders shift attention from static indicators to runtime telemetry, the visibility gap closes fastest for organisations that instrument .NET behaviour before an incident forces the issue. We will follow up when Kaspersky publishes the complete infection chain.

  3. 檢視父子處理程序關係,留意合法的 .NET 主機(例如 powershell.exe、msbuild.exe、regsvcs.exe、installutil.exe)衍生出異常的子處理程序。
