ROMULUS Turns ClickFix Into a Commodity Malware Delivery Service, Forescout Says

A decade of user training told people never to paste a command from a website into a terminal. A newly documented delivery platform called ROMULUS is turning that instinct against them — and, according to Forescout Research - Vedere Labs, operating ClickFix-style lures almost as a service for distributing malware including LegionLoader.

Rather than exploiting a software flaw to run code itself, the technique persuades the victim to execute it. Bogus landing pages display fake error messages, "verification" steps or troubleshooting instructions that tell the visitor to press Win+R, open a command prompt or paste a script. The user becomes the intrusion's operator. What has traditionally been the hard part of an attack — getting code running on a target machine — shifts from the attacker's tooling to the target's keyboard.

A delivery service, not a one-off lure

Forescout's findings, reported by The Hacker News, describe ROMULUS as a malware delivery service in miniature: lures are served on fraudulent landing pages, visitors arriving by various routes are talked into running the malicious commands, and the resulting infection delivers payloads such as LegionLoader.

The commoditisation angle is what matters. Campaigns that once required bespoke social-engineering copy and per-target infrastructure can now be sourced from a platform, lowering the bar for attackers who lack exploit development skills but are willing to script a convincing fake browser warning. It also means defenders hunting for vulnerability scans or exploit attempts in initial logs may find nothing unusual — the "exploit" ran in a terminal window the user opened voluntarily.

LegionLoader's job in the chain is to open the door further: once on the system it pulls down additional tooling, extending the compromise past the initial foothold. Any confirmed ClickFix execution should therefore be handled as a potential multi-stage incident, not closed as a single failed phishing attempt.

Mitigations: configuration, not signatures

Because the attack rides on legitimate system binaries, signature-based detection has limited value. The highest-fidelity controls sit in endpoint configuration and process telemetry:

  • Restrict interactive shells for standard users. Disable or tightly limit cmd, powershell and the Run dialog (Win+R) for accounts that do not need them.
  • Alert on browser-to-shell process chains. A web browser spawning a terminal, script host or PowerShell session is anomalous in almost every legitimate workflow and should raise a high-fidelity alert.
  • Apply application allowlisting on endpoints — particularly kiosks, servers and shared workstations — so unapproved scripts cannot run even when a user is persuaded to invoke them.
  • Rewrite awareness training around instructions, not attachments. ClickFix lures carry no payload in the email; they teach the user a command. Training should explicitly cover fake error messages and "press Win+R" prompts.

Defenders should also watch for any indicators Forescout releases alongside its advisory and fold lure domains into blocklists as they become available.
