28 Days From Disclosure to Fix: What PHP2Shell Reveals About the Open Source Supply Chain
Wiz Research uncovered two serious remote code execution (RCE) vulnerabilities in PHP in late August, internally dubbed PHP2Shell, and reported them to the PHP team on August 24. According to O'Reilly Radar's write-up in "The PHP Incident," core developers did not begin working on fixes until September 21 — a full 28 days from disclosure to the start of remediation. The same piece notes that Amazon "apparently" detected PHP2Shell activity in its own environment; until the full source is consulted, that observation should be treated as unconfirmed rather than as evidence of active exploitation.
Why the timeline itself is the news
The story here is not the technical detail of the vulnerabilities but the four-week gap. PHP underpins a huge share of the world's websites and applications, yet its maintenance has long depended on a volunteer core team. As projects grow and incidents become more severe, the triage queue and hand-off process have clearly not kept pace. This is a structural failure, not the fault of any individual maintainer — and it is the kind of stress test that open source patching mechanisms are increasingly expected to survive.
Detection capacity cuts both ways
Cloud providers can spot attack indicators inside their own estates, which is good news for their customers. But that same capability highlights how unevenly defensive resources are distributed. Self-managed deployments, older branches, and environments with no cloud-provider threat detection to back them up had no safety net whatsoever during those 28 days. For any team running PHP without that layer — whether on self-managed hosts, an older branch, or shared hosting — the gap meant full exposure.
Three recommendations raised repeatedly
The O'Reilly piece and the wider security community converge on roughly the same advice:
First, treat disclosure day as the starting line, not the closing date. Mitigations should go out the day a vulnerability becomes public: updated WAF rules, dangerous handlers disabled, network segmentation around administrative interfaces, and monitoring for anomalous input throughout the transition.
Second, inventory where PHP actually runs. Beyond php -v on the host, container images, hardware appliances, third-party packages on shared hosting, and PHP embedded in commercial products are the easiest to miss. Establish the version first, then judge whether it falls in the affected range.
Third, fund the maintenance layer. The security community has long argued for paid time for core maintainers, clearer severity-ranking processes, and explicit security commitments from commercial dependents — companies that profit from open source but rarely pay back into the work of fixing it.
Compensating controls when you can't upgrade yet
If an immediate upgrade isn't possible, contact your hosting or managed service provider to confirm whether patches have been applied and ask for an upgrade timeline. In the meantime, use WAF rules and input filtering as compensating controls, and review access logs from August through September for suspicious POST requests and file writes. Once patched, re-verify with php -v and reconcile changes against records from that window.
Closing
The playbook used for PHP2Shell will be reused for the next set of RCE flaws, and the security community's discussion of maintainer funding and triage processes points in the same direction: every party on the supply chain, from volunteer maintainers to final deployers, shares one timeline.

O'Reilly
